TKOCLAMATION ISSUED. (E«c. August 29, 1.10 a.m.) Washington, August 28. President Wilson has iesued a proclamation extending the American export control to all article's. Tho proclamation Rays that domestic needs must first be met, and nfterwards the sanction of exports to neutrals, providing that tho enemy does not benefit .directly or indirect-ly.—Aus.-N.Z.
