PROGRAMME OF SHIP CONSTRICTION ADDITIONAL APPROPRIATION ASKED FOR. (Rec. August 20, 5.5 p.m.) Washington, August 25. The Shipping Board has submitted a programmo of 1270 ships, of 8,000,000 tonnage, in addition to 2,003,000 tons already in course of construction.
