Morrison, said. Lieutenant Scddall, fell ' off a buoy when his vessel was being moored and he could not swim. A fresh wind was blowing and the water was ' choppy. Two officers plunged after him but only one reached him. This officer got hold of him but was .pulled down as j ho was struggling violently. Both rose ' j to tho surface and the officer got hold of. j Morrison again but ivas pulled down ones ] more. Tho officer then lost him and was j unconscious when taken out.
