Tenderers must submit a specification, giving date when built, draught, dimensions, particulars of machinery, boilers, bunker capacity, coal consumption per .diem, hold capacity, and complete invent tory of equipment. If any tender is accepted it will be conditional on the vessel undergoing satisfactory speed trials in loaded trim, and passing a.satisfactory survey of hull and .. machinery; all docking and slipping expenses to be paid by tenderer if tender is accepted.
