HARBOUR REGULATIONS AMENDMENT. "An amendment of the General Harbour Regulations is gazetted. Clause 8 o£ the regulations of June 5, 1883, has been revoked, and the following regulation replaces it:—"The master or owner of every ship in any harbour shall at all times keep on board a sufficient number of men to perform any services required for the safety of such ship, and, unless he has obtained a written exemption from the harbourmaster, he shall at all times, as well by day as by night, have at least one seaman in charge of the deck of such ship; and the seaman having such charge., and all persons having the charge of or being on board of auy ship or boat within any harbour, shall answer to the challenge of Hie harbourmaster, water police, or other duly authorised public officer. Any master or person in charge of any ship or boat who shall offend against this regulation shall be liable to a penalty."
Mr. W. It. Brewer, of the Wellington Steamship Company, left for Auckland yesterday to arrange for the overhaul of the steamer Baden I'owell, which he has bought from the Northern Coal Company, of Auckland. Mr. Brewer will be away for about a week. ■Mr. R, G. Coyto has signed on the Mararoa as third officer, vice Mr. T. W. Inkster. who has come ashore for orders. John Robinson Binns. who was wireless operator of the White Star liner Republic iu the disaster of Janunry' 23, 1909, and saved hundreds of lives through his calls for aid. joined the British Royal Flying Corps at the recruiting station in New >York in July, and, left, immediately for a training station in Canada. The llinemoa. left Hint! at, 6 a.m. yesterday for Puvsequr Point, West Const, and Wellington. She will arrive here about the middle of next week. The Kapiti left Wanganui on Tuesday morning early, and struck heavy weather when a few hours out. and as she was running fairly light it was considered advisable, when n. good way down the coast, In run for shelter. Consequently the vessel put into shore elose to Titnhi Buy. vhcre 'lie remained till the sea moderated. The Kapiti arrived in Wellington shortly after 11 a.m. yesterday.
