BRITISH MINISTRY OF RECONSTRUCTION
MINISTER'S WINGS CLIPPED. London, August 15. Tho Houso of Lords has amended the New Ministries Bill to limit the functions of the Minister of Reconstruction (Dr. Addison) to matters arising as a natural consequenco of the war. Lord Salisbury explained that tho object was to prevent experimenting with pot subjects. His motion that no order under tho Ministry of Reconstruction should be issued unless in pursuance _of a resolution of both Houses was carried by 2-t votes to 22, despite the Lord Chancellor resisting on tho ground that it would empower Parliament to act as nn executivo body.—Aus.-N.Z.
