THE EFFICIENCY BOARD
ll is understood that tho members oE the Efficiency Hoard aro very dissatisfied with tho position in which they find themselves in relation to their reports and recommendations. For some months now tho members of tho hoard have given up their time and labour in an endeavour to assist the Government and the country in promoting national efficicucy. They have undertaken heavy tasks, their investigations have extended over a wido area of interests, they have accumulated a mass of valuable information, and they have made important reports and recommendations to tho Government. The members of tho board are ail men of recognised business capacity and standing; their efforts are prompted by the highest motives; they command the respect and confidenco of all who know them. And how have their reports and recommendations been received by the Government 1 Wo do not pretend to know what the attitude of the Government behind tho scenes really is. What is clear enough, however, is that the Government is either too timid or too slow or too indifferent. to tako advantage of the months of arduous work and careful investigation which tho members of tho board ha.vo carried out in the interests of the Dominion. It is stated now that the board has finally decided to tender its resignation to the Government. We sincerely trust that this misfortune may be averted. Tho loss of tho board's services would bo a national misfortune. Its labours represent the only practical and systematic attempt at national organisation which tho country has essayed _ outside tho training of our military forces. It has already rendered great services, and is capable, if properly supported by thp Government, of rendering further servivos of incalculable value. If tho Government is responsible for tho Efficiency Board's decision, then Ministers have incurred a serious responsibility indeed. We trust that tho matter has not gone so far that tho board cannot bo induced to reconsider its decision. The Prime Minister will be well advised to see . that no effort is spared to retain tho services of tho gentlemen who so generously agreed to undertake tho heavy tasks imposed on them .and who have so ably performed those tasks up to tho present time.
