WILL ITS DECISIONS BE GIVEN EFFECT TO? . QUESTION IN THE HOUSE OP LORDS Londpn, July 20. In the House of Lords, Lord Dunraven asked whether, in view of the political situation in Ireland, the Government would undertake not to legislate , in accordance with proposals by the Convention rantil the proposals had been submitted to the Irish people. The Government's attitude towards the Convention was not quite clear. He understood that ,i the Government proposed to legislate in ''■) the event of the Convention reaching a substantial agreement. That must mean substantial agreement outside the Convention, because the Convention did not .consist of delegates in the ordinary acceptance of the terra. Lord Curzon, in replying, said 1b could not say what the Government's attitude was to a referendum. The Government did not intend to take advantage of the Convention to forco any scheme on. • Ireiai'd in order to get the Government out of its difficulties at the cost of Irish! discontent. A section of the opponents of the Nationalists seized the offices in Dublin, which have been used as the National Volunteers' Hoadqnarters. Eelays continuously hold the premises and defy the Nationalists to expel them or prevent them holding a National Volunteer Convention. PASSPOETS TO STOCKHOLM KEFtTSED. London, July 20.
