liECUKRING DELAYS. There is still a shortage of about a whole draft of reinforcements in. tho camps. The men are in sight and will in courso of time be available, but there seems to be a recurring delay in getting every fresh draft of men into camp, a delay which did not occur under the old system of voluntary enlistment. If all tho men balloted and examined ready to go into camp were to be taken into camp now, the camps would be moro than comfortably filled. There arc, however, good reasons why it is advisable that the camps should not be too full iu the winter season, and the present shortage is not causing the authorities any concern.
