Pearce said g that this provision was preventing the . carrying out of the scheme. It certainly i- had never been the idea of the House r that this charge was to be levied on s the lands, and'the Harbour Board did V not at the time expect to get the money. ~ Mr. Masses said that he hoped to e place legislation before the House this a session to pnt tho matter right.
