London, July 13. Mr. A. J. Balfour (Foreign Minister), speaking at the Guildhall in reply to an address presented by the city congratulating him on tho success of his visit to America, declared that !ie ridiculed tho preposterous attempt of Germany to nerfiuado the world sho was waging n defensive warfare. She would never bo able in our lifetime to throw oft' the load of hatred and disgust her aims and methods had excited. Ho rejoiced that, in tho inevitable complications and difficulties always present with ua, wo had tho United States on our eido.
