COMPROMISE ON THE WAR
FORMULA
NOT A WAR OF CONQUEST AND PREPAREDNESS TO DISCUSS PEACE; Amsterdam, July 11. Many gatherings of political parties and groups apparently resulted in a. compromise on the formula which was introduced at a full session of the Reichstag, namely, "that Germany is determined to hold out to the very end to prevent the spoliation or its territory or any humiliation, but does not contemplate annexations or the humiliation of her enemies, desiring only a peace which will secure Germany's safety and economical development." The formula to which the National Liberals. Centre Party, and Majority Socialists agreed demands that EeiT Von .BoUnnann-Holhreg shall adhere to his standpoint of August, 1914, that the war was not a' war of conquest, and that the readiness for peace demonstrated in the December Note still holds good. It is semi-officially announced that Heir Von Bethmann-Hollweg will accept this. > The Middle Party is excluding I>oth extensive annexations and peace without annexations and. indemnities. The "Berliner Tageblatt" announces (that HeiT Hollweg's position is now- vary strong, as he enjoys the Kaiser's full confidence. The "Lokal Anzei- ?r," however, states that the National Liberal I ; artr unanimously voted that the Chancellor was no longer worthy of confidence. THE MINISTERIAL RESIGNATION^ Amsterdam, July 12. Hen- Breilenaeh,. German Minister for Railways, states that tlio Prussian Ministry lias resigned. Herr Zimmermann (Foreign Affairs), Dr. Helft'erich (Minister for the. Interior), and Dr. Solf (Minister for the Colonies) resigned to enable- Ilc-rr Holhveg to offer portfolios to representatives of the various parties.—Aus.-N.Z. Cable Assn. A COALITION MINISTRY ■ (Rec. July 12, 11.15 p.m.) Amsterdam, July 11. The Catholic organ "Germania" auliounces that the Centre Party, by an overwhelming majority, lias decided to support Herr Erzberger, and that a Coalition Ministry is being formed, to include the leaders of all parties.—Beuter. CRISIS NO~T~YET SOLVED KAISER HAS LONG DISCUSSION WITH THE CHANCELLOR. (Bee. July 13, 0.30 a.m.) Amsterdam, July 11. The German political crisis is not yet solved. The Kaiser discussed with Herr von Bethmann-Hollweg for several, hours the questions which were left undecided by the Crown Council yesterday, and las ordered the Crown Prince to Berlin to discuss the decisions with him. Herr von Bethinann-Hollwag has created a new imperial Ministry of Labour,, under a Socialist Minister "(Herr David). The "Vorwaerts," with ■unexampled daring, states that the German Empire is on the way to a peaceful revolution, which may como at one blow, or piecemeal, but when it is completed it will bo connted as one of the greatest events in history, completely changing the world's situation. "A majority will be found in the Reichstag to give the Germans the freedom and peace they need," it'says.—Aus.-N.Z. Cable Assn."CRISIS CAUSES FURTHER FALL IN THE MARK ' (Eec. July 12, 11.15 p.m.) Amsterdam, July 11. Herr von Bethmann-Hollveg has decided to offer portfolios 'to members of the Centre, Progressive, National Liberal, and Socialist parties. The crisis has depressed the Bourse, and the mark has experienced a, further heavy fall owing to the sharpness of the differences between the various parties. The plenary meeting of the Reichstag has been postponed. •
Dr. TheoJor Wolff, in the "Tagblatt," says that it is quite on' the cards that the Kaiser may at any moment produce a big-mouthed scheme giving the Empire an apparent Parliamentary system, so ns to male one more attempt to rally the people for a continuation of the war. Reports from Berne state that von Hinctenburg's relations with Herr von Bethmann-Hollweg are described s<! etrained. A violent altercation occurred 'lately. Von Hindenburg taunted Herr von Bethniann-Holhveg with his clumsy diplomacy in forcing -America into the war.
