VICTORIAN LABOUR COUNCIL WANTS NEW CONSTITUTION. Melbourne, July 10. The conference of the Victorian Political Labour Council adopted a proposal for a referendum on the abolition of State Parliaments and the division of the Commonwealth into twenty provinces, each province governed by a council of not less. than twelve nor more than twenty-live members.—Press Assn.
