Brusiloff'a thrust at Lemberg is developing progressively, and'the toll of prisoners and booty is steadily mounting. The. news of tho Russians' success has caused, the wildest excitement at Petrograd, where pessimism has given placo to a groat outburst of patriotic enthusiasm. An inspiring message has been issued by the Russian High Command, in which the initial success of Brusiloff's thrust is commented upon as "the defeat of tho enemy," and the operations as "the decisive battle." A noteworthy feature of the event is the very full and detailed oommunir|ncs which have been issued for the world to read and understand and for the Russian people to peruse and from them receive inspiration for further-efforts.; There are no developments of major import on the other battle fronts. In the West, on the Chemin-des-Dames,there has been a particularly severe ' local action for tho possession of the ridge. The French were forced by the enemy's'batteries to leave their front tronchos, but the enemy was shelled out of them, and by a brilliant counter-attack the lino was reestablished. The Germans lost heavily in the engagement. Germany's latest U-boat venture is, according to a correspondent, in tho field of giant. submarines, big enough and capacious enough to voyage as far as Japan, if necessary, without depending on outside supplies.
