The "Daily Telegraph" states t'uat in consequence of tne report of tho Mesopotamia Commission, the Government is preparing a scheme to reform tho administration, "of India, especially the Military Department. VISCOUNT HARDINGE'S POSITION. (Rcc. July 3, 9.15 p.m.) London, July 2. In tlio Houso of Commons, Mr. A. J. Balfour (British Foreign Minister) stated that Viscount Hardingo had not yet resigned tlio Permanent Under-Sceretrrry-ship at the Foreign Office, and ho would not be temporarily retired. It had never, been tlio intention to transfer. Viscount llardinge to Paris, of other diplomatic post. The Mcsofr'atnmia report, ho added, could lie debated next week.—Aus.-N.Z. Cable Assn.
