Now,.sir, ■It. is quite evident that tho Nationui vßegister has been,: and'is, being , used for conscription, and many of.his consistent Kiipnortcrs, including niyself, are puzzled ■to know whv ho gave- the. assurance, if. [it was not to bo adhered to. Average intelligence demands that promises made jshall be kept, or not mado at all, and "the impression prevalent is not likely to .'inspire confidejicooveu amongst Mr. Mas■fiey's own. supporters. Tho point .is not lin any way relative to.'the justice, or ;'otherwiso of conscription;most people, jaro quite, of opiuion that conscription lie tho fair, and only fair, method of .wising forces in tho present crisis. Tho /point is that if Mr. Massey did give the : assnranco and found it impossible to adhere to it,, it is entirely to his own interest to explain why, even at this late ihonr.
