MOBILISING HER FORCES IN L PEACE TIME. Establishments that produce raw materials essential to the ArnW must not only continue their work, but , enter into at upon lines of increased energy, forming thus the kernel of economic Germany in preparing in the economic sense for the next war. We must carefully calculate in advance, in view of lessons learned in this war, what our country lacks in Taw material or essentials of raw material, and secure immense reserves to remain unused until a day in the future. •Wβ must organise as genuine an industrial mobilisation, as wo had. a military mobilisation. / Every technician or semi-technician, enrolled or not in the list of mobilised, must be empowered through official credentials to take charge and direction of a given establishment upon'the second day following a new declaration of war. Every establishment manufacturing for commercial 'purposes must bo mobilised also, and understand officially that upon the third day after declaration of war its entire abilities are to be devoted to serving the Army upon demand. ,, ■ The above extract is taken from tho monthly circular of the British Empire Producers' Organisation, which has received information that Germany's afterwar trade plans aim at the almost entire abolition of individual freedom in export business, and that exportation will be controlled , by committees in each industry, one regulation- being that no foreign country shall be supplied with German goods unless it is willing to send back raw materials>in return. The control, of her exports as a meane of collective bargaining' is ingenious, as many countries had become'dependent on Germany for their supplies, but ihey are now less embarrassed than they wert. When commerce is eventually resumed with Germany, one of the chief points of adjustment will be the value of the mark—it may only be worth about sixpence in the eyes of other nations, while the value of raw materials from the British Empire when sold to Germany may be trebled. \
