W- l-nsler was deputed an the'representative of the inetituto at the meeting:. , s[t. H. A. Parlciuson moved: , "That this branch of tho Educational Institute accrfrd its hearty support to tho movement for . reducing tho hours for the sale of alcoholic liquors. In his remarks tho mover expressed tho opinion that the institute should not be the last to joinin the movement. Different sections of the people supported it from different motives. To li'.i section did tho proposal appeul more closely than to teachers. They wo directly concerned with the welfare of the children, ami it was acknowledged tli.it children formed the most valuable of the assets ot tho State It vas absolutely necessary in tho interest of tho Stutc that they should attain the highest possible standard of education, since in a few years they, would every one become citizens. The child, too,"had an individual right to a iuir r.-em!-oir' in life, aud ft fair chance to make the best of himself in competition with his fellows. Owing to the operations ot the trade, hundreds, even thousands of tho State's future citizens liait their opportunities of development cut off, because they had to leave school to «o to work to support the homes that the liquor trade had impoverished. Thereby the State 'and the individual alike S \lv J C Webb seconded the motion. In* every school and in all standards there were pupils who..as the result of tho impoverishment of the parents, were not in'a condition to get the full benefits of education. . . After brief discussion, in which Messrs. Hopkirk, Foster, and Erskine took part, the motion was canied. A .paper on "The Application of Index Numbers of Prices to tho Settlement of Wa»es," supplied by a member, -was read by Jfr. W. H. Gould. 'A hearty vote of thnrjss was passed to the member for the paper, to vthieh it ■was decided to givo the widest possible publicity. '
