Count Karolyi, in a sensational speech in tho Hungarian Chamber, declared that Count Tisza was chiefly responsible for the war, but the financial and industrial circles were also blameworthy. These factors were now preventing peace. He demanded an instant dissolution of the Lower House, and so smash the Tisza. Party and assist the democracy to secure victory.
