It is signed by tho All-Russia Conference of Workmen and Soldiers, the -All-Russia Peasants' Conference, and all' the Socialist parlies except'the extremists, and says that the extremists in tho Vibor<* quarter are calling the people into'the streets without the assent of the signatories, and points ,put that tho action of the extremists at tho present distressing juncture may harm the work of the revolution. The manifesto says:—"You are being called into the streets in order to assist in deposing tho Provisional Government, the support of which we consider essential. Bloody disorders may arise from peace clemonstrations." The manifesto urges the people to beware of counter-revolutionaries who are ■waiting for an opportunity to crash the revolution, and appeals to the people fn the name of the active army to avoid the streets and abjure demonstrations. ' .. • ' ' — 1 \ CRUCIAL' TEST OF THE GOVERNMENT'S MANA. , ■ , Petrograd, June 24. the Dournoves incident is likely to prove tho crucial test whether .the Government is able to master tho growing anarchy. The Anarchists told some pressmen that they .were supported by six thousand armed people, besides militia and machine-gun companies, also several infantry units. A meeting of troops on Thursday, resolved to organise armed demonstrations against the Government. The organisers placarded the streets with posters declaring that the Government was supporting Imperialists and Capitalists, who were responsible for. the continuauce of the war and faJnine, and inviting the soldiers and "workmen to appear in the street with tho watchwords, "Down witli the Duma! Down with the ten Ministers! Down with the War! We Want Bread, Peace, and Liberty! Meanwhile the' Government has issued placards inviting the population to be calm, and declaring that any attempt at violence would 1)6 ri"orouslv suppressed.—Reuter. . SCHEME A .COMPLETE FIASCO. • (Rec. June 25, 8.15 p.m.) Petrograd, June 24. The Anarchist plans are a complete fiasco. Neither tho workmen nor the soldiers rallied to their call. The military commandant at Petrograd and the president of the Soldiers and Workmen's Council dissuaded intending military demonstrations, thus counter-acting the agitation among the factory hands.— Reuter. Albert Thomas, French Minister of Munitions, interviewed on his return from Russia (where he acted as French Ambassador), states that he is optimistic and confident about Russia. 'The idea of a separate peace," he says, "may be completely dismissed. The duality of the Government and the Council of Workmen and Soldiers Delegates has disappeared, and the Coalition Government's authority is increasing daily, especially in connection with the reorganisation of the Army, which had negotiated a serious and critical time. Tho necessity for a disciplined army in order to preserve ,and guaiantee their liberty is now understood by the masses.
