Mr. Matthews, the head of the Department, when appearing for some of his stafr, stated that the Department re. trained as much as possible from appealing, but tho time had now come when they wore practically placed iu a corner. Already they were employing a number of men who were not physically fit. Recently a dangerous offender escaped from a temporary officer 2nd caused a great deal of trouble. A3 a department entrusted with tho onro of prisoners they could, not without risk spare nny.niore men. Fnrther, the number of men to select from was far les9 than in ordinary times. If -the staff was reduced any move by the taking of'fit permanent men the position would be dangerous. Tho casea of the men for whom Mr. Matthews.appealed were adjourned sine die.
