WAR RELIEF FUNDS
WIDENING THE SCOPE OP OPERATIONS. Messrs. L. 0. H. Tripp (chairman), C. A. Evans, John Hutcheson, A. E. Atkinson, Alex. Macintosh, J. Lewis, C. M. Luke, S. Kirkcaldie, S. Harcourt, J. Macintosh, and D. Ml;aren were present at a special meeting of the War Belief Association of Wellington called yesterdav, for tho purpose of making certain alterations to the rules of the association, which included the following:— "That Clause No. 3 be repealed, and in lieu thereof the following rule bo passed: 'The association is intended to be an organisation for the collection of funds in relation to' the present war within, .the Wellington provincial district or any part thereof, or within any extended district appointed by the executive committee under Eule 15 (h); and for the administration of such funds without in any way limiting the application or expenditure of such funds to places within New Zealand or for the benefit of soldiers, sailors, and other persons mentioned in Eule 2, whether such persons were at the time of enlistment resident in the district for the time being of the association or not, or whether such persons havo or have not enlisted from such district with power for the executive committee to have Bpocial regard for and to give preference in the application of the association's funds to persons who have enlisted from or were resident in the said district at the time of their enlistment, or other persons or objects whom they may in their absolute discretion think that tho donors of funds intended primarily to benefit.'" Mr. Tripp said that Mr. C. P. Skerrett had been consulted about certain restrictive clauses in the constitution of tho association in regard to grants made to the. Y.M.C.A. and the Salvation Army. In Clause 3 he found that tho operation of the association's funds were restrictto tho Wellington provincial district. That ho was sure was never intended, and could be got ovov by passing a resolution altering the clause as abovo. The chairman said that the application of tho new rule was very wide. Ho thought that tho donors of tho funds intended that • tho moneys _ subscribed should havo a national application, in order that our soldiers and sailors could bo assisted wherever they were. The amendments were carried. The final alteration proposed was one to Eule 17, as follows:—"That tho trustees for the time being shall be, ex officio, members of tho executive." Without passing such an amendment to tho rules, tho trustees could not take part in meetings of the executive, whereas it is desirable that they should. Tho amendment was carried.
