They include General Collard, who will control the construction and purchase of merchant vessels and transports: Sir V..L. Haven, who will be responsible lor the manufacture and purchase of ordnance; and' Admiral E. Laurence Power, who will have charge of the general management of the- dockyards — Bsuter. .
