HAKBOUB BOARD'S PENAL CHARGE. At last evening's.meeting of the Welm V?" Harbour Board the letter of the Wellington Chamber of Commerce (previously referred to in The Dominion) on the subject of harbour boards charging penal rates of storage in cases where merchants fail to take quick delivery of goods was discussed. The letter pointed out that delay in removing goods was sometimes caused through merchants being unaware of the arrival qf their shipments. The chamber asked if the board would direct its storeman to notifv importers that goods had arrived fo'r them; also if the boarcT would forego the penal charge where there was no wilful neglect.

The chairman (Mr. C. E. Daniell) said that the officers of tfie board wont to a good deal of trouble to assist importers in these matters. It was only when importers knew of Be arrival of their goods and failed to remove them that the penalty was enforced. Some people tried to take advantage of the board in these dealings, and now and then others suffered through the action of those who tried tn be unfair. Mr. M.
