IMPORTS PROHIBITION WHITTLED DOWN BY LICENSES. On February 15 of last year Mr. liiineimaii, the then President of the Board of Trade, prohibited all tobecco imports except under license, but a fortnight lator all tobacco dispatched by February 15 and Havana cigars shipped by March 18 wore exempted. Mr. G. Roberts in Parliament recently said that the year's imports showed an average monthly decrease of more than 13 per cent. February 2,537 2,221 The total remaining in bond on March 1 last was 112,301 tons, as compared with 104,250 tons on August 1, 19U. ■ It is intended to restrict the issue of import licenses more stringently in future, Mr. Bonar Law announced later.
