Cable Assn. RUSSIA'S DUTY TO THE ALLIES, (liee. May 21, 5.50 p.m.) Petrograd, May 20. Prince Lvoff (the Prime Minister), in a. statement to the pressmen, insisted that it was Russia's duty to observe her alliances with the "Western democracies. "The Russians," he said, "cannot remain indifferent to the fate of the over-run Allied countries. The existing armistice at the front must cease.' The new Foreign Minister, M. I'erestchenko (previously Finance Minister), fully endorsed these viewß.—Beuter. WARM APPROVAL OF NEW REGIME (Rec. May 21, 5.50 p.m.) Petrograd, May 20. The Coalition Government's programme has been welcomed with profound satisfaction in all quarters. The Government's determination to take the most energetic measures against anarchy are warmly approved. The Socialist members of tho Cabinet addressed the National Congress of Peasants' Delegates, and stated that all great problems, such as the realisation of a broad democratic Socialist programme, must lie left to a Constituent Assembly.
