SIR JOHN JELLICOE'S NEW DUTIES

ADMIRAL HALSEY PROMOTED

(Rec. May 15, 5.5 p.m.) London,.. May 14. In the House of Commons, Sir Ed- • ward Carson (First Lord of tho Admiralty) announced the following changes in the personnel of tho Board of tho Admiralty:— Admiral Sir John Jellicoo (First Sea , Lord) to havo the additional title of Chief of the Naval War Staff. Vice-Admiral Sir Henry Oliver, pre- , sent Chief of tho Naval War "Staff, to he an additionaljnember of the Board, with tho title of Deputy-Chief of Staff. Rear-Admiral A. L. Duff, at present in chargo of the Anti-Submarino Department, to be an additional member of tho Board, with tho title of Assist-%nt-Ohief of Staff. Rear-Admiral Halsey, te be Third Sea Lord, in succession to Vice-Admiral Tudor, who is appointed Commander-in-Chief of tho China Station. Sir Eric Geddes, at present DirectorGeneral of Transport, to be an additional member of the Board. Rear-Admiral Totbill, to be Fourth Sea Lord. Meanwhilo, added Sir Edward Carson, the strengthening of the Naval Staff by officors transferred from aotivo service would continue. Explaining the changes, Sir Edward Carson said: "There is a twofold object—first, to free tho First Sea Lord and the heads of the Naval War Staff as far as possiblo from administrative work, and so enable them to concentrate their attention upon important issues relating to the naval conduct of the war, and, secondly, to strengthon the ship-build-ing and _ production departments of the Adiniraltyby providing an organisation similar to that supplied by the Arniy Munitions Department. Further, it is intended to develop aud utilise :to the best advantage tho whole of file sliip-building resources of the country and as far as possible concentrate the whole of our organisation in ine authority. Sir Eric Geddes will be responsible for fulfilling tho shin-building requirements of the Admiralty, the War Office, and the Ministry of Shipping. His position on the Board will place him in close touch with all three."—Renter.
