DIFFICULTIES AND SUGGESTIONS VIEWS OF HON. C. W. RUSSELL. i Representatives of the Women's National Roservo ..have approached tlib Minister of Internal Affaire asking him .for advico as to what work women cau do to take tho place of men conscripted for active service. ' ' 'Tho question is'moro easily asked than answered," said tho Minister, referring to the subject yesterday. "In tho country all the -work is pastoral, and it is simply impossible to ask women to undertake tho work done on sheop and oattlo stations and on farms by men. There may bo a few cases m which women would bo <iblo to undertalio such work as ploughing, and perhaps othor operations in husbandry, but theso cases would bo rare. Also ! tho accommodation provided for mon workers at fa-rms is usually quite unsuitable for women workers. "In tho cities there aro moro possibilities. Tho Government has set a. good examplo in taking on women as carriago cleaners for tho Railway Department, and! there is no reason why female labour should not be used for similar work for tho tramways. Women have been tried in the Mother Country as tram conductors, and it seems to mo this is a field for women workers here. Inquiries load mo to beliovo that in businesses such as grocery, haberdashery, and drapery women could be used to replaco men, who might '-hen be released for aetivo service or for homo service in occupations for which women aro not adapted. In a communication I have sent to tho Women's National Reserve I have suggested that _ihey should consider tho question of inviting tho co-operation of the National Efficiency Boa.rd in order to obtain information as to now far tho services of women can bo utilised." ' Mr. Russell also expressed high appreciation of the work that the National Reserve was doing in arranging for monthly of tho mothers of soldiers, and ho said that lie had made to the Reserve tho further suggestion that they should compile a Dominion register of the mothers and wives and children of soldiers, in order that women might be able io make inquiries carefully'' and' discreetly into the cir-" cumstances of these soldiers' relatives. If necessary a fund could bo set up which could he used to-do for women what the Y.M.C.A., the' Returned Soldiers'_ Association, and! the Patriotic Societies had done for men. Mr. Russell said he believed the necessity for this organisation would bo found to bo very great.
