Tho most encouraging feature of to-day's news in regard to the submarines is tho reassuring statement by Viscount Curzon in tho House of Lords, demonstrating clearly the fact that shipping replacements have almost balanced the losses, and that after the war our position will be stronger thau ever. The American Congressional conference on the Army Bill has reached agreement 011 the points of difference in the measures adopted by tho Senate and tho House respectively. Roosevelt's volunteer army has been eliminated.
