A NEW RUMANIA
CONSTITUTIONAL REFORMS IN PROCESS LAND FOR THE PEASANTS (Bee. May 8, 11.55 p.m.) London, May 8. The_ Rumanian Parliament met on May 1, at Jassy, to vote constitutional reforms. Henceforth,the Chamber of Deputies will be elected on the basis of universal suffrage by secret ballot and proportional representation. The number of electors will be increased from 180,000 to ,1,200,000. The Senate will be composed of elected and hereditary Senators.
Nearly six million acres will be placed at the disposal of the peasantry, chiefly by the expropriation of prjtate estates and Crown domains. The peasant holdings will then be increased from 53 to 85 per cent, of the cultivable area.
