A LONG-EXPECTED SPEECH

GERMAN CHANCELLOR AT THE CROSS-ROADS DECLARATION OF POLICY DEMANDED (Rec.'May 8, 0.15 a.m.) Amsterdam, May 7. A private telegram from Berlin states that Herr von Bethmann-Holl-weg will deliver his long-expected speech in the Reichstag on Tuesday. The interpellations show that the Conservatives and tho Socialists both .demand an answer regarding the policy of no annexation and no indemnity, as suggested by Austro-Hungary. Tho "Vorwaerts" tells Herr- von Bethmann-Hollweg that he stands at the parting of the ways. The ."Vorwaerts" publishes a telegram from the "Pester Lloyd" (Bucharest), stating that there is no difference between the war aims of the Central Powers, but that a policy of extensive annexation which a section of the German Press is upholding is contrary to Count Cezriiin's (the Austrian Premier's) policy towards Russia. The reactionary German newspapers are much alarmed at the Constitution Committee of the Reichstag accepting tho proposals for making the Chancellor responsible to the Reichstag.—Aus.N.Z. Cable Assn.
