' Farmers and others' willing to grow 'wheat, but requiring 'financial backing tfor the purpose, will, on applying to the (Fields Supervisor for their district, be with a letter guaranteeing, on "behalf of the Department, payment after /the, harvest to any merchant or other fvendor for the seed wheat and/or manure ' supplied. On receipt of the Government guarantee the applicant can forward it io any inorchant or 'other vendor, and make his own arrangements with him.
