He has issued an order to the effect that each army corps, re"iment, and company will elect a committee which will maintain discipline, control food supplies, and have power to take justifiable measures against any abuse of power by chiefs, settle disputes between officers,and soldiers, and make preparations for the election of a '.Constituent Assembly.— Reuter.
