COUNCIL OF SOLDIERS' AND WORKERS' DELEGATES ARMY DESERTERS RETURNING London, April 29. The "Observer's" Petrograd spondent states that the Council of Soldiers' and Workers' delegates is now the dominant factor in Russia. It 'is supporting the Government, in spite of the internal opposition of Sbcalist extremists and agentsrprovocatcurs. The discipline of the army has been re-es-tablished, except at Kronstadt, where the extremists havo obtained control. Thousands of soldiers who deserted during tho revolution are returning to tho ranks, the. Council having announced that deserters will not participate in the eventual distribution of land.
