Petrograd, [April 26. There were, stirring scenes at the departure for tho front of the first detachment .of tho Revolutionary troops. Francis, the American Ambassador in Russia, has reported that all tho Russians heeded to defeat Germany was a plentiful supply of finances, munitions, aiid railway equipment. Ho had been pained and provoked by the suggestions of a separate peace, which wero unfounded; but the submarines bad reduced the amount of ammunition recoivod from Britain, and tho supply from Japan was inadequate. The only daugor was that revolutionary elements might quarrel before a strong Central authority was established.— A.U3.-N.Z. Cable Assn.
RUSSIA'S AIMS M. MILIUKOFF INTERVIEWED. Moscow, April 26. M. Miliukoff (Minister of Foreign Affairs), in an interview, said that Russia had not received any official offer which was possible as a basis of negotiation. Ho believed victory was certain. Russia demanded complete independence for the Austrian Slavs, and was willing that the Bosphorus should be neutral if there was to bo freedom of international trade, but insisted on the right to exclude foreign warships, which, was impossible unless Russia possessed the strait.—Aus.-N.Z. , BRITAIN WILL HELP POLAND STATEMENT BY MR. BONAR LAW. London, April 26. Speaking in the House, of Commons, Mr. Bonar Law said that -the Government welcomed the Russian Government's recognition of thp independence of .Poland. Britain would assist Poland to realise her national aspirations. 'AMERICAN COMMISSION TO RUSSIA., Washington, April 26.
