The .circular states: "The trouble in Now Zealand has arisen owing to the refusal • of the employers to grant increases in wages and other benefits claimed by the employees on account of the abnormal increase in the cost of living. ':■• The employees have'been 'negotiating '.' for months without any satisfactory results. , ..'-.- They have tried every peaceful method of getting redress for their grievances,.
