Washington, April 23. A member of Mr.'Balfour's party acU raitted that twenty German submarines were captured the day previous to MrBalfour's departure. U-boats, searching for the destroyed baso, were unable to find it, and the starving crows gladly surrendered. Britain was capturing and sinking more submarines than anyone imagines. Commanders Fitzraaurico and Maxwell's vessels, 'the Triumph and the Usk, were, the only British representatives with. the Japanese fleet. It -was impossible to, say whether a ship was sunk by gunfire or scuttled.
