AN OUTCAST GOVERNMENT

IS AN HOI?gcnUBI,E_ SETTLEMENT

pdsSfßLE"Tv?riTif?

Mr. Lowther, the Speaker of the House ot Commons, presided recently OTer tlio first of a series of six meetings to bo held on successive afternoons in the Aeolian Hall, New Bond Street, by the Fight for Eight Movement; and, in introducing M. Emilo Cammaorts (who delivered an address on "Belgique et Allemagno"), said that tho war was forced on this country, and tho nation, who had been . unanimous in drawing the sword, were unanimous in declining to sheatho it until ouv objects were accomplished. The very small pcace-at-any-prieo section might be disregarded; in a population of some dO millions there were sure to lie some cranks. We were ijot likely to be alarmed by the policy of terrorism which the Germans had deliberately adopted. We were determined to fight to the end. Ono of tho great difficulties which our statesmen would have to face was that of entering into an agreement with a nation which had violated tho most sacred treaties and promises and regarded international agreements as moro "scraps of paiwr." The probability was that we should be unable to come to any agreement with the German Government as now constituted, and that before we would bo able to sign any peace we should have to'insist on being in a position to come to an agreement with a Government totally different in essence and constitution from that which now misgoverned Germany..

Jf. Cammaerts said the Belgian people were determined to endure to'- the end. They did not seek revenge, but were resolved that justice should bs secured.
