ARMY KEEN FOR ITS WORK THE NEW "LIBERTY" WAR LOAN (Rec. April 19, 7.10 p m.) Petrograd, April 18. ' The Premier (M. Lvoff) and Ministers/ after a visit to Russian Headquarters to discuss the of the armies, announce that the position generally has improved. The armies are now well provisioned, and the unrest shown in the-first stage of the revolution-has completely disappeared.. The fighting spirit is daily improving, while the discipline is excellent. The army is quite ready to encounter the enemy. , ~ General.
