On the recommondation of the* Wharves and Accounts Committee its was decided: —"That the engineer 'bft instructed to prepare plans. and estimates for the widening of Jervois Quay; breastwork in concrete and for building, new sheds thereon, in general accordance with scheme No. 2 of his report of April 10." ' ■ It was explained by the ciiairmaii that it was desired that the principle* embodied in the No- 2, scheme should; be- affirmed in order that the engineer and his staff could push on wiui thei plans. It had long been felt) that t-he> sheds along' Jervois Quay from: the" Queen's Wharf nearby to tie' Town Hall were too narrow forjrhat; was required of them, and two schemes were .prepared, a narrow and a wide scheme (in wood or concrete), and it was the recommendation of. the Wharves and Accounts Committee that; the wider scheme be adopted. A report; furnished by the engineer gave the estimated cost of .No. i scheme ns £72,000) and No. 2 as £94,000, and it waß the> latter scheme the committee approved,, and in concrete, as it would be a. better job and would cost less for upkeep. What he wished_the hoard to dpwas to affirm the principle. Mr. Fletcher asked whether it would, come before the board for confirmation..-
The chairman replied in the affirmative.
Mr. C. Jones objected to the matter being put before the present board. Is was one that should be referred tattle new board. The widening of the. Jervois Quay sheds and wharf and thei alterations to tho Queen's Wharf might, possibly make it difficult to berth , ships; there. Tho affirming of the principle" would mean that' the hoard was committed to the work. Mr. Fletcher: "But the plans have to come up for confirmation." Mr.; Jones: "But that does not matter. The hoard was being committed by affirming a principle, and his experience of ; the board had taught him. how difficult it was to make any alterations afterwards. They should learn, what the shipmasters had to say about?, men who had to berth shipsthere." 1 Mr. Fletcher: The harbourmasterapproves." . , Mr. M. Cohen regretted to say thatMr. Jones had to some extent stultified himself, as he had advocated the appointment of commissioners to manage 'the harbour affairs, and this was a case in which the engineer and harbourmaster (who . had been mentioned as trustees in a way) had agreed upon s. scheme, and he (Mr. Jones) opposed it..The only point in which they were concerned was—Was the work necessary?' Tho method and manner of construction were really matters for their expert advisers. The recommendation was This only commits the board to the Qreparation of plans in accordance \witii scheme No. 2, which provides for doubling the width of the sheds along Jer'vois Quay and building out the wharf still further in concrete. Tho engineer had recommended that the actual work • could not verv well be proceeded with until other accommodation is provided, either by the construction of the.proposed now wharf eastward of the Taranaki Street wharf or the one at Pipitea..
