Harkness presided, and said it was during his term of office that the catchment area was acquired by.the borough. ■;;Mr.'Crump, referring to Mr. Fulton's report on the water scheme, gave the. names of nineteen towns in England which used twenty-three gallons of water, per head per day. The Onslow proposal was for twenty-five gallons per head per day for 5000 people, but really the population (without Kaiwarra) was much less than '2000.' Dams "to provide for increased population could be made further up the valley:' An ample supply of water for 5000 people would ..bo-available in the driest .season. ■
