A DEPUTATION FROM THE ARMY. (Rec. April 13, 11.15 p.m.) Petrograd, April 12. A deputation from 'the armies has arrived, and demanded tho dissolution of the Workmen's Committee, declare ing that it is undermining discipline. M. Karcnski (Minister of Justico) replied that the committee was necessary to secure tho full programme of the democratic revolution. SUFFERING FROM "NERVES." Zurich, April 12. The Tsar is suffering from acuto neurasthenia. He refuses to leave the Tsarovitch's bedside. Correspondence discovered in the Tsar's palaces show that members of tho European Royal Families lately urged him to accedo to the popular demands for constitutional reforms in tho interests of tho Allied cause.
