POOLING WAR LOANS
ISm JOSEPH WARD'S VIEWS London, April 6. ' Sir Joseph Ward, addressing the Imperial Mission section of the Tariff Reform League on the of Imperial /unity, suggested Imperial coordination to relieve Britain of a portion of the burden of war taxation. Hβ hoped that all the Dominions would cooperat* after the war/with that object. The war was an Empire war, in which the Dominions were concerned equally with Britain. 'All the war loans saould be pooled when the price of jnoney falls, in order to obtain the benefit of the lowest rote of interest. The Chancellor of the Exchequer should not hesitate to approach the Dominions in regard to this subject. _ I In thei. future reconstruction of the Empire, added Sir Joseph, India's position must be recognised. Some system muat be devised to_ ensure India more adequate participation in Imperial afMrs. The Empire's future required recognition cf India as part and parcel of the Efl»j4re.
