IS THE VOLUNTARY SYSTEM A ■;•■•; FAILURE? DISCUSSION IN THE HOUSE OF COMMONS (Rcc. April 4, 8.5 p.m.) * London, April 3. Speaking in the House of Commons, Mr. Bonar Law said that the Government could not admit that the voluntary system of national service was'a' failure, but the difficulties were being removed. The number of persons enrolled was 119,706, half of whom' were engaged in work of national importance. ■ ■ ■ \ The questions which followed indicated much anxiety as .to the prospects of Mr. Neville' Chamberlain's campaign. ~ Mr- W. C. 'Anderson (Labour) said that so far as the working classes were concerned it nad been a, complete failure.
