POLAND'S INDEPENDENCE
Potrograd, April 1. The Government has issued a manifesto guaranteeing an independent Poland, comprising all provinces where the majority of tho people speak Polish. A Constituent Assembly, elected on' universal suffrage, will settle the form of government'. The iiew State will be entiroly independent of Russia, except as regards tho military.
