Factories that have been idle for years are heing refurbished. The only answer to the sinking of the Healdton. will bo the apeeding up of preparation for hostilities,: which are now regarded as inevitable. President Wlson is convmced that Germany plans the forcing of the United States to declare war by conteoous outrages.
