Chinese Government lias sent a dignified Note to the German Legation, pointing out that the German reply was completely unsatisfactory. Passports for the Ministry and Legation 6taff accompanied the Note. Cable Assn. COMMONWEALTH FINANCE FURTHER AVAR LOANS NEEDED. Melbourne. March 17. In the House of Representatives, Mr. Hnghes said that further war loans were inevitable. Restriction of unnecessary expenditure in the Commonwealth to make available money was badly needed. The Government had decided on the regulation of imports, and he hoped to make an announcement at an early date. RAILWAY CRISIS IN AMERICA PRESIDENT WILSON'S ATTITUDE. Washington, March 16. President Wilson is willing to arbitrate in flie Klilway sietiation if requested.
