DOMINIONS AND THE WAR
FUNCTIONS OF THE SPECIAL WAR CABINETS. (Rec. March 15, 8.20 p.m.) London, March 11. Lord Milner, presiding at tho luncheon to' Sir Edward Morris (Premier of Newfoundland), said that tho special War Cabinet meetings would provide, for tho timo being, something resembling an executivesunoil of Empire. It would bo capable of taking decisions and affecting tho course of the war."They wanted the Dominions to share -in the conduct of the war in addition to tho bnrdeus of tho war. They desired tho benefit of their counsel, and wished to give their views and wishes tho weight to which thoy wore entitled.
Lord Milner added that tho guiding principle of tho new era of construction after tho war was to promote tha ca refill and systematic of the Empire's productive capacities, and also to coordinate tho industries with a. viow to malring tho Empire independent and efficient as regards the vital basic industries. The Empire was quite capable of doing this. This special War Council of tho Empire was an, event of great immediate importance so far as the conduct of tho war was concerned, but it had a. greater _ significance as regards future Imperial conferences. The delegates would attend Cabinet meetings entirely devoted 'to war problems, and problems arising fron the war. He hoped and believed that tho time would como when the supreme direction of Imperial affairs would be vested in an authority directly responsible to the constituent portions of the Empire.—Renter.
