GERMAN RESIDENTS IN AMERICA REQUEST FOR IMMUNITY OF ARREST RENEWED. Washington, March 13. Germany, through the Swiss Minister, has Tenewed her attempt to amend the German-American treaty of 1798, in order to oxempt Gorman residents in tho United Sta,tes from arrest in tlio event of war.
