DUMA INSISTS ON A CONFERENCE CONTROL BILL PENDING Potrograd, March 12. The food demonstrations in the outlying districts and manufacturing quarters resulted in great damage. Windows in. shops and fact6ries whoro tho workers refused to strike were broken. Cossacks aro patrolling in every direction. There is no news from Moscow, where tho crisis is more acute. Whon tho knowledge of the outside events became known, the Duma suspended tho discussion. M. Rodssignlce demanded that the Government should call a conference, in order to avert a crisis. The Prime Minister agreed to a conference, and tho leaders of tho Government, tho municipalities, and tho Duma met, and decided to hand over the distribution of food to the municipalities.

It js noteworthy that M. Prctopopoff (Jlinistcr of tbo Interior) was not invited to tho conference, at which Prince Galitzine presided. The Duma on Tuesday will pass :i Bill placiug the control of food supplies in the hands of the zenistvos and municipalities throughout tho Empire.— Tho "Times." DUMA AND COUNCIL SITTINGS SUSPENDED (Reo. March 13, 10.10 p.m.) London, March 13. Tho "Times" correspondent at Petro-gra-d states that two Imperial ukases on Monday suspended the sittings of the Duma and tho Council of Empire. These bodies will resmno their sittings in April.—Tho "Times."
